Two more for the list, both by the late English spy writer Ted Allbeury: The Man with The President's Mind, 1977. The KGB train an agent to mimic the President's thought processes.

I recommend Acts of Mercy by Bill Pronzini and Barry Malzberg in which a Secret Service agent hunts a murderer in the President's inner circle. The ending is a one-of-a-kind stunner...
